The task force, approved by Prime Minister Shehbaz Sharif, is mandated to tackle the pressing issue of billions of rupees in capacity payments to Independent Power Producers (IPPs) and revise existing contracts.

The task force, led by Federal Minister for Energy Sardar Awais Ahmed Khan Laghari as chairman and Special Assistant to the Prime Minister on Energy Muhammad Ali as co-chairman, will submit a comprehensive report with recommendations and an implementation plan within a month. The report will focus on reducing capacity payments, scrutinizing the set-up costs of various IPPs, examining IPP contracts, and proposing solutions to address the issue of circular energy debt.

The task force will also monitor the implementation of structural reforms in Pakistan’s power sector, recommend measures to improve the management and finances of the energy sector, and develop strategies for utilizing excess energy capacity in industries. The task force has broad powers to fulfill its duties, including the ability to select experts from both the public and private sectors and seek records, information, or assistance from international consulting firms, bankers, legal advisors, chartered accountants, or any other organization.

The establishment of the task force demonstrates the federal government’s commitment to overcoming the longstanding challenges in Pakistan’s energy sector and ensuring sustainable and efficient energy management for the country’s future. The government will provide the necessary budget and full support to the task force, with the Ministry of Energy maintaining effective communication and consultation.
