New FBR Chief: Rashid Mahmood Langrial Takes the Helm

In a significant move, Prime Minister Shehbaz Sharif has appointed Rashid Mahmood Langrial, a seasoned BS-21 officer of the Pakistan Administrative Services, as the new chairman of the Federal Board of Revenue (FBR). This appointment comes at a critical time when the government is striving to implement crucial reforms in the tax sector, particularly the end-to-end digitization of the tax process.

Rashid Mahmood brings a wealth of experience to the table, having served in various capacities in both federal and provincial governments. His background in administration is impressive, with stints as federal secretary of the power division, chief secretary of Gilgit-Baltistan, and secretary of the KP tourism department. Notably, he holds a master’s degree in international development from Harvard University’s Kennedy School of Government.

As the new FBR chief, Rashid Mahmood faces a daunting task. The government has been pushing for reforms in the tax sector, but progress has been slow. The prime minister has expressed dissatisfaction with the lack of progress on initiatives to widen the tax base and ensure end-to-end digitization. The appointment of Rashid Mahmood is seen as a move to inject fresh momentum into these efforts.

One of Rashid Mahmood’s key strengths is his experience in promoting tourism. During his tenure as secretary of the KP tourism department, he drafted the first-ever KP Tourism Act and introduced the concept of Integrated Tourism Zones. This experience could prove valuable in promoting economic growth and development through tourism.

The government’s decision to appoint a bureaucrat with international experience and administrative skills is a welcome move. Rashid Mahmood’s appointment is seen as a signal of the government’s commitment to implementing reforms and improving the tax sector.

However, challenges lie ahead. The FBR faces significant hurdles in implementing end-to-end digitization, including resistance from vested interests and technical challenges. Rashid Mahmood will need to navigate these challenges skillfully to ensure the success of the government’s initiatives.
