The call was made during Pakistan’s representation at the International Court of Justice, where Attorney General Mansoor Awan highlighted the urgency of the issue. Referring to the 2022 speech by the UN Secretary-General, Awan emphasized that humanity can no longer afford to ignore the climate emergency.
He pointed out that while Pakistan contributes less than one percent to global greenhouse gas emissions, its population faces a climate-related mortality risk 15 times higher than that of other nations.
During his address, the Attorney General stressed three key points: first, that the Paris Agreement is the fundamental framework for addressing climate responsibilities; second, that climate duties such as finance, mitigation, and cooperation must be aligned with equity and common but differentiated capabilities; and third, that disputes related to the agreement’s obligations should be resolved through the mechanisms provided within the agreement itself.
