London( The COW News Digital) — The International Cricket Council (ICC) is seriously considering a major structural overhaul of Test cricket by introducing a two-tier format. According to British media reports, a working group has been formed to study the feasibility of splitting Test-playing nations into two divisions.
The proposed model suggests the creation of Division 1 and Division 2, each comprising six teams. Under this system, the top six teams based on ICC Test rankings would be placed in Division 1, while the bottom six would compete in Division 2.
The working group is expected to deliver a comprehensive report to the ICC by the end of this year, with a possible implementation of the two-division structure from the 2027 international cricket cycle.
Sources say the primary objective of this move is to create more competitive and commercially viable Test matches while maintaining the prestige of the format. The current structure often results in lopsided series between top-tier and lower-ranked teams, leading to dwindling audiences and financial challenges for boards with fewer resources.
However, the concept faces significant hurdles, especially around promotion and relegation mechanisms. Critics argue that relegating a team from Division 1 could severely affect its finances and development, while others fear a further marginalization of already struggling cricket nations.
Smaller boards are reportedly apprehensive that this system could lock them out of top-tier competition and lucrative broadcast deals. On the other hand, proponents believe it could enhance the quality of cricket, drive up interest, and allow lower-tier teams to grow within a more evenly matched framework.
If approved, the two-division system would be a landmark change in the 147-year-old history of Test cricket. It would mirror similar formats used in other sports like football, where leagues have tiered systems with annual promotions and demotions.
While discussions are ongoing, final approval will depend on consensus among member boards. Financial models, touring obligations, and scheduling logistics will be critical factors in the decision-making process.
